Central and South Kitsap Regional Trails

Wednesday, March 7th, 2012

Local volunteers and personnel from the county’s trails and the public works offices are working to create a regional, non-motorized trail system in Central and South Kitsap county.   The policy developed in North Kitsap County for NKTA (www.northkitsaptrails.org) is being used to assist  in developing county-wide guidelines.

Welcome to 2012!

Stream Stewardship  As a group we have chosen to become Stream Stewards and adopt Dickerson Creek. This will be very comprehensive and informative class provided through the Kitsap County extension of WSU.   The cost is $40 per person for the  7 sessions which will be held at Klahowya Secondary School/ Newberry Hill Heritage Park (more details on the facilities to come – it will depend on the total class size) on various Saturdays and Tuesdays beginning Saturday Jan 21 through April 21st. Hope you’ll join us!

A community meeting for the Dickerson Creek Culvert Replacement & Floodplain Restoration Project will be held at 6:30 Tuesday, December 13th at the Seventh Day Adventist School.  The project is sponsored by Kitsap County Public Works and will be lead by Tim Beachy, PE,  Capital Improvements Project Manager.  Hope to see you there!

Anyone can do it.  Stay up todate with the county through the web: A new feature is available via the Kitsap County website that allows you to sign up for e-mail or text notification of activity by departments of King County government, parks, and job listings to name a few options.   Once you have selected the method of delivery, select the departments, and then the frequency of updates.  You can receive them instantly, daily, or weekly.  This service is free to any subscriber.

This past Monday morning CCCCWB board members met with Patty Lent, Mayor of Bremerton to discuss reassessment of a southern road in light of material changes since the judicial review in Dec 2010.   Three days after the deliberations, Ueland Tree Farm (UTF) had purchased the 440 acre parcel that was deemed to be at the crux of preventing their dump truck traffic to exit into an appropriately industrial area near Gorst.  Instead UTF would be required to disrupt a quiet rural neighborhood near the mid-reaches of Chico Creek. Prior testimony had stated that the City denied access permission to the conditionally approved gravel & basalt mining operations.  The Mayor agreed to find out why there is no record of a response by the City to this aspect of the Final Environmental Impact Statement (FEIS).  Plans are being developed for infrastructural improvements to freeway access in the Gorst vicinity.  Joint road development may benefit the City, the County, and UTF in terms of least disturbance and shared expense.  This would be the preferred route for the Concerned Citizens of Chico Creek Water Basin.

Events: May 22 , 2011 Questions about timetable/ overall plans – Ueland Q&A session

Many of you may have questions about the timetable or overall plans for Ueland Tree Farm, Bremerton West Ridge property, mining, and widening of Northlake Way . Mark Mauren will be at the parking lot at the end of Lebers Lane on May 22nd from 1:00 to 3:00 to answer questions. Updates:  April 30, 2011
The hearing Examiner denied our Request for Reconsideration on April 13, 2011.  We do not see any reason to appeal our case to the Washington State Supreme Court since we would have to submit the same records we submitted in 2009.

Thank you to everyone who joined together to save our homes and environment in the Chico Basin.  The CCCCWB will stay involved with the Ueland mining and industrial projects.  Recently, we had to retain Ryan Vancil to pin down the Kitsap County Department of Community Development (DCD) as to who at the county is in charge of the UTF project.  This was after John Mikesell and I had met with DCD employees twice, but no one, including Larry Keaton, the Director of DCD, was able to tell us who is in charge.

After Mr. Vancil contacted the county, they confirmed that Dennis Oost is the Project Planner for the UTF Project.  We have worked with Mr. Oost since the start of our appeal process in August 2009 and have found him to be honest and straight forward.  I spoke with him on Wednesday, April 27, 2011 and he said that Ueland has not submitted any “road plans” yet, nor is there any activity on the Storm Water permits.  We have asked to be informed when there is any activity on the permits, or conditions of use for the UTF Project.

Also, under the advice of Ryan Vancil, the CCCCWB is now a registered nonprofit corporation, however we are not yet ready to file for the “tax exempt” status.  John Mikesell has written a rough draft of the bylaws that we are fine tuning at this time and hope to put in effect soon.  Our goal is to have elections approximately a year from now.

The CCCCWB needs your continued support.  It is going to cost us time and money to continue our efforts to keep Mr. Ueland “transparent” with his and the county’s industrialization of the headwaters of Dickerson Creek and the Chico Wildlife Corridor.
